Mokhtar selaku menteri di Jabatan Perdana Menteri Hal Ehwal Agama bersama Dr. Mohammad Bin Abdulkarim Al-Issa selaku Setiausaha Agung Muslim World League (MWL) ke reruai pempamer PERTIS bagi melihat Mashaf Al-Quran Braille cetakan PERTIS dan bahan-bahan lain bersempena Program The International Forum for The Certification of Quranic Ijazah and the recognition ceremony for Distinguished Qari from Southeast Asia.
